Algae bloom, what can I do?

My tank is almost covered with red algae. I have a lot of live rock and it is starting to cover it too. I have been doing two water changes a week for the last two weeks and it doesn't seem to be doing anything. I have 220 Watts of lighting and I 've beeing keeping it off for almost all day. My nitrates are reading 0 all the time and also some green hair algae is growing too. What do you guys recomend I should do?

Common causes:
1. High phosphates
2. High silicates
3. Dead spots (poor water circulation)

Yep, what is your water source it can add the silicates and phosphates.
What is your tank set up.

Also forgot that lighting changes can cause it too.
