its caused by excessed nutrients inthe tank. also pretty common with new tanks. you can do 20% wc's to bring down nutrients. when you do water change siphon out as much of this stuff as you can. unfortuately there's not many things that will eat it. make sure water stays aeriated well. do you have a sump?

No i dont have a sump.
I have a 28gallon Nano, stock.
I did recently change the activated charcoal in hopes that might help.

It will prob die off on its own when it eats all the nutrients in the water. Your tank is still new and so still nutrient rich. My tank is also 5 weeks and I have had similar algae outbreaks. Are you using tap water or RO to top it off? Because tap can sometimes have phosphates etc. that algae feeds on. What are your water parameters?

My water is ideal.
8.4 PH
0 Nitrates
0 Ammonia
0 nitrites
1.024 SG
And did a water change with RO 5 days ago but I have been topping off with tap water.
It looks slime like

The tap water is probably the culprit. take your water (tap) to the lfs and have them test it for you. It could be loaded with phosphates/silica etc. and worse it could contain copper which will kill all invertebrates. I would top off with RO personally. Its just not worth the risk. Even if you add dechlorinators and such there are still crazy things tap water that can mess up your tank

Well, here's a few pics of dinoflagellates:

Just because your water is 'ideal" doesn't mean it's necessarily clean. Algae takes up nitrates and phosphates. So, if your nitrates and phosphates are undetectable, it just means that it is converted into another form. I.E. Algae/cyano/dino etc. etc.
