Algae problem... jeeze

Over the past 5 or 6 days I've been fighting this algae bloom in my tank and I can't seem to figure out how to get rid of it. I think it started when I added some Coral Excel which I've now stopped. My water quality is really good and I've been doing 20% water changes for the past two days but every time my lights turn of I can almost watch it grow. I've got some corals (Galaxea) so I feel like I need to keep the lights. It vacuums up with my gravel vac when I do a water change but returns soon after. I'll include a picture for reference. Any help would be great.
Tank is 70 gallon main and a 30 gallon refugium (No algae down there). About 50 hermits and 25 turbo snails, protein skimmer and about 130 lbs of live rock.

Sand sifting stars are not a heathy addition to a sand bed, better to find the source of the problem.
Are you using Oceanic salt by chance?
Double check nutrient levels of nitrates and phosphates, perhaps using a low end test for trace trates and phates.
