algae refugium

I noticed someone suggested an algae refugium to reduce nitrates in a system. What exactly is this and how would one go about setting it up?

basically another sump dedicated to growing algae. it is setup just like a sump with its own lighting. it is tied in directly to the main tank or the sump.
