Algae does best in water supplied with a good source of nutrients. To try and
control the growth of algae make sure you put as little as possible nutrients
useful to the algae. Algae also does better where there is no flow or current of
water. To keep the algae away you could also have more current in places of
your tank. Many marine aquarists face the problem of having a sudden bloom
in algae, this is from water changes or a sudden addition of nutrients. Doing
water changes may help algae growth, so if your wondering why your algae
suddenly appeared its from your water change, to make that not happen use
water that has gone through a Reverse Osmosis filter. That will remove
phosphates and other helpful nutrients to the algae.

I agree with most of those statements. I would like to add that water flow is very important at the top of your sand. If you have little or no water flow all those nutrients will rest on the surface of the sand and then all that wonderful light will grow a nice jungle for you on the surface of the sand. So have at minimum a gentle current that moves some particles of sand and you will do well.
I have also heard that too many nutrients can cause a cynobacteria bloom, but according to some water current keeps it from growing well. I think it's most important to grow other types of algae that compete for the same nutrients, therefore the undesirable algae have nothing to use. (corraline algae, macro algae, etc.)

The only reasons an aglae bloom could be caused by a water change is if the water and/or salt used is rich in nutrients. This is easily avoided my using a quality salt, and using water filtered through a reverse osmosis unit, or using distilled water. HTH

Red cyano used to grow on spots of my sand but I aimed a powerhead with a diffuser on it at the sand bed slighty and now it doesnt grow anywhere. Just my 2 ceants.
