Ammonia won't go down

My new 100 gal tank has been cycling with LR, LS, and established water from my other salt tank and it seems that its not cycling right. The 2nd day I had it set up the ammonia went up and the next day it was at .50 It stayed that way for a couple days then it jumped down to .25 Now it has stayed at that level for 3 weeks now. None of the other levels have gone up or anything, hmmm, something wrong here? Its like it stoped cycling. I tried doing a small water change and nothing has helped. Any opinions?

most of the LR came from my other tank that was setup for a year. All the rest came from the LFS that I work at and was cured. I tried testing with both my test kits and both read .25

Ok thanks for your help I was just wondering why the ammonia wasn't going down because my last tank almost had no cycle.
