An adequate lighting system.

I have a standard 55 gallon. I'm looking at doing a fish only with live rock. My lighting system now consists of a whopping 30 watts!! What would be an inexpensive lighting upgrade to get enough wattage to at least get something to grow out of the live rock. I'm not looking at keeping corals or anything. Would pc's be good? If so, how many and what wattage. Is this a DIY option?
Also, what color temperature produces a 'deep ocean' look?

Depending on your hood option(s); one way would be to get an inexpensive two bulb utility light from home depot/lowes. They are 48" fixtures. That would allow you to put in one NO 40 watt daylight and one NO 40 watt actinic. Nice color, 80 watts and an acceptable 1.5~ watts per gallon. Live rock and fish should look good.
Probably do the whole deal for $50-$60. Depending of course of your hood.
Just one thought. I share this as it's what I'm planning for my soon to be 55 aggressive. Even making the wood hood I'm in for way under a $100 and I think it will do fine.
