What would be the best choice of ballast when a DIY retrofit in a canopy is the task???

The most popular are Icecap and PFO. Not every ballast will fire every bulb. Google Sanjay Joshi's lighting tests for some good bulb/ballast info.

Sunlight Supply Galaxy Electronic Ballast claims to fire any SE or DE

Ballastwise and Icepap I believe also can (so they claim) fire any lamp of their design wattage.
I use ballastwise myself. I have a couple Icecap fluorescent ballasts, but they tend to be overpriced IMO.

Uh... if I can't pronounce it, I don't want it. Never heard of it.

if you want a cheaper but decent ballast look into aro (little cheaper than the icecap but a good ballast) pfo will by far get better par numbers but is also a lot more expensive ballast.

I have used a PFO retro for awhile and never had any problems with it.
