My anemone eats and after it opens back up the tentacles get all small and weak looking. Is this normal?

Yep

I assume after a day or so it contracts into a small ball and then opens up fully.

This is typical. Once it eats, it has enough solid food to sustain it for awhile. When it feels the need for additional nourishment, it will extend it's tentacles so more light can get to the zooxanthellae algae that lives inside it. Similar to other corals, anemones have a symbiotic relationship with zooxanthellae algae, and through the process of photosynthesis, the algae provides the nem with sugar. In return, the nem provides the algae safe haven...

what does it mean if my BTA's mouth (the middle) extends out further than the tentacles??

Look up the term "gaping". This is a sign of a dying Anemone.

I agree now that I see a picture. It's just reaching for more light. It looks healthy from what I can see.
