Anemones require very strong lighting, something most people don't have in a FOWLR. They also require pristine water condition, again something very hard to do with a large messy puffer.

Agreed. It will hard to find a balance. Chances are that either the anemone will be too weak and get be consumed like everything else. Or the anemone is a powerful one, and capable of killing/eating the puffer. This is compounded by the fact that puffers like to rest a lot. The chances of contact with an anemone are generally higher for puffers than most fish...
