What kind of Juv angel are you refering to? The Juvi annularis angel starts off with a lot of blue and eventually turns a gold color. There are many angels that start off dark and completely change coloration as they mature.
My Emp angel is almost completely in to it's adult color but I bought it while it was in it's color change phase.

How long have you had him? Sometimes it can take a few years for the full adult coloration to kick in/complete. Do you have any pics?

Actually, the LFS wasn't completely wrong. Some captive emp angels that have been in home aquariums since their juvenile stages don't achieve full adult coloration. It's not like they will keep the black and blue look of juveniles, but they sometimes keep the changing look like in this link. This is rare though and normally becuase of inadequate housing or diet.
