another cycling Q?

Finally got water in tank
60-80lb base rock (has been out of water for about a month.
sand (LS) is being shipped
question is should I place a peice of shrimp in tank or just wait on LS.
what is reason for either

i dont think it would hurt to add the shrimp now. but i would just wait untill you get the sand.

I agree let the sand cycle with the tank.
