Another lighting question!

So obviously I have not had much luck with my lighting lately. I have prev posted about the ballasts going on my T-5's which is my main DT. I also have a 19 gallon with a 175watt MH hanging light. About 4mos ago I started having problems with MH not wanting to turn on. The bulb would just flash but not catch. I thought it was the bulb, so I replaced it. It worked fine. Then the same thing happened again. I purchased another bulb. Then thought maybe the ballast. So I inquired to the person whom I bought the setup used from and he said the ballast was only 4-5years old and shouldnt be having any problems. I ended up having the move my coral into my larger DT and have just kept my live rock and fish under some cheap fluorescant aquarium lights. The person who I bought everything from recently took the light for me and looked at everything and tested the ballast. Said all was fine. He recommended I use a "blue line" Halide bulb because he called the customer service number of the company he bought the light from and they said the ballast required the specific type of bulb. My concern is that I have already spent about a $100.00 on bulbs, and dont want to waste my money on another if this isnt the problem. Your advice is greatly appreciated.
