Another Question re: Overstocked

Hi All. Thanks so very much for all your support an advise. Much appreciated. Tell me more about what is overstocking my tank. Is it the number of fish? The potential growing size of the fish? Too much Live Rock, etc.?
18 lbs Live Fiji Rock, 2lbs live rock with algae, etc. (for the snails & tang). Crushed coral with about 5 lbs of "live sand" mixed in. 2 very small yellow-tailed damsels. 2 small percula clowns. 1 royal gramma. 1 small tang (about to find her a new home until I can arrange a larger tank set-up.) Everyone is getting along and have plenty of room to swim (for now). 3 snails. 3 hermits (medium), 2 very small hermits.
Equip: Apx 20 gal tank (maybe a little larger). It is 24" Across the Front, 16" Tall & 12" across the side. I did the calculations and I see 20 gal. But it "looks" larger :( . 1 Skilter (Protein Skimmer/Dual Filter), 1 Whisper w/ Fluval stones, 2 powerheads (set on low behind the LR for circulation & to prevent accumulation of waste behind the rock). An automatic heater of sufficient wattage.
The tank fully cycled in 6 months with 2 Damsels. But it seems to be re-cycling at low levels.
So is it the fish, the rock, the snails & crabs? What is the "overload" part of this. All of it?

P.S. I'm doing VERY small water changes each day. I'm using CYCLE once a week to help the process. I'm doing 25% once a week until I get 0 levels.

Do you r power heads have the foam filters? If so remove them - they could be capturing ditritous materials and adding to your ammonia. What type of filter media do you have? With that much LR you can remove that material as well - the LR is your biofilter.
Try removing the PWhead media first and see what happens

No Foam Filters on PowerHeads. Just one small volume powerhead on one end and another with more power, but set on low on the other side, set a little higher for cross circulation.
