anybody know about metal halide ballasts??

Hi everyone, my 400w m.h. capacitor start, just stopped..When I dissassembled the ballast..The only thing in there is a transformer, and a run capacitor..I am getting 120 vac as an input to the ballast, which is correct..but going to the bulb base, coming out of the transformer, I have 289 volts..does anyone know if this is correct? Is the bulb just bad, or is the problem in the ballast...? Thanks

If there is transformer in it, its bumping up voltage on the one end up to 289V. Thats normal. If you havent tried replacing the bulb, do so. Otherwise the capacitor doesnt look like its charging up and then subsequently discharging to start the light.
