anyone know why I can't PM?

I can't seem to PM anyone, it says the administrator has disabled it. This might be old news, but....any ideas?

it has been disabled for as long as i have been here, about 1.5 years for me.

I've been here since 1999, the PM feature has never been active..pretty sure It has to do with sharing links
