Hello,
I currently have T8 light set up in my FOWLR, and I wanted to start soft corals, Are the T8 18,000k enough to support them?

Yes you can. The more light needy soft corals such as Xenia, would need to be at the top on the rocks. There are a bunch of corals that don't even require much light....and everything in between, from none to direct sun beams.

Get this book, it will tall you how much light, flow and temp, a coral needs...even where it should be placed.

I would personally at minimum upgrade to a two bulb t5 unit. A single t8 bulb isnt even enough light to grow algae properly, i wouldnt even try softies.
