"turning" the skimmer up do you mean raising the outflow pipe..
The instructions tell you to break the skimmer in at the begining level just level with the neck... then adjust to your tastes...
If you still have it at the begining level and you aren't satisfied with teh skimate you're getting then yes by all means raise the tube... just grab it and twist and pull upward...not enough to break it but enough to move it.
adjust it 1/8in at a time and let it sit a couple three hours to make sure its where you want it...
The higher the riser/pipe... the wetter the skimate... If you go too high the cup will fill and overflow....
