I was thinking of using 3M 5200. It's a marine caulk and works well on my boat. Any other suggestions?

I would use velcro. just incase you ever need to pull it off or change it it will make it easier.

I thought about velcro but wasn't sure if my plugs would weigh it down? I'm going to store today I'll check some out. Thanks.

There is some really heavy duty velcro out there. I use to use it to keep my dogs crate from sliding in the car when we would go on trips.

i used 2 sided heavy duty tape from home depot - i've got 2 power strips under my tank - i havent had a reason to move the strips yet - and they stayed strong whenver i needed to unplug something - if i remember correctly - a fat roll of it was $8 -

Don't most power strips come with keyhole slots for screws?
Any adhesive I've ever tried on powerstrips lets go given enough time...
If you need to figure out the spacing of the slots, lay the power strip on a xerox machine and photocopy the bottom, it makes a perfect template for drilling.
