It's a Siganus doliatus.
They have a bunch of common names like Barred Spinefoot, Pencil-Streaked Rabbitfish, etc.
Scribbled Rabbitfish (Siganus spinus) look similar but the blue streaks on the body have more of a random pattern. They're also fairly rare.

They arent expensive actually, about the same price as regular foxfaces (they are members of the foxface family, or more like, foxfaces are members of the rabbitfish family)
I used to have one, but it caught some illness (this was about a year ago)
The coloring is nice, but ive never seen it so nice in one of them. It must be the lighting, lol. Thats a very nice one hes got there. And they arent mean, very docile...but poisonous
