i have been looking at the ice cap ballast to make a vho setup,
what is stoping me from buying a ho ballast from my local electrical supply house? is there anything special about the ice cap that can not find?

You should be able to find a good quality electronic VHO ballast from an electrical supply house. Ice Cap has a good reputation as a supplier to the aquarium industry, but there are others which are very good also. You'd be best off buying an electronic ballast as compared to a tar ballast. Less heat generated, cleaner light, longer bulb life. You should make sure you get a heat sink & wiring harness with the ballast.
