base rock/ live rock

if you mix base rock like this https://www.saltwaterfish.com/site_11...ot_parent_id=6
with live rock then it will eventually become live rock to right?
If so, I'm starting 2 new tanks roughly 200-220 total size with fuges, I have been told to have about 1lb-1 1/4lb of live rock per gal so lets figure 250 lbs of LR. Can I go half and half with the rocks? or since these are new setups do I need to go with all LR?

You can definitely use that as base rock and "face" it with live rock. That is not an issue at all, many people do it. In fact you can make your own baserock (see the DIY section) and that will also become live over time.

That rock in the link will work fine for BR.You could do a 80%(BR) to 20%(LR) ratio if you wanted,its just a matter of how much paitence you have.It will all seed eventually.I started out at about a 80-20 ratio.Worked out good for me.

absolutely. in fact, if u dont like the way ur baserocks look, simply get a hammer and break them into smaller pieces. over time, ur base rocks will become live.
