Its the rocks you use for the bottom of your aquarium display. Most people use cheap rock b/c you really dont see it in the long run, but whatever rock you get just make sure it sets on the glass and not the sand.

It could be. It is rock that is not premium. It can be live or dry. Like mentioned above it is filler for the better rock. I started my tank with nice dry rock (base) and added a couple pieces of plain live rock. It will take time but the base will eventually look like any other live rock. I did this so I could eliminate any chance of a bad hitchhiker.

why would you not want to lay it on the sand?
If you place rock on the sand it can shift and fall. Many types of aquatic life like to build burrows and bury themselves in the sand. This can disturb the sand under the rock and cause a rockslide.
