beginner need help

well i have couple of question i want to ask
1. well i have one fish i just bought and one side of the fish scale seem to be falling out and he is not eating or moving much. and i dont think it is ich.
2 i have live rocks but i dont know how to make it healthy any advice anyone. it growing some red stuff on it . that red stuff is also on my power head and my life rocks is full of algae growing on it . is this good or bad if bad how can i get ride of it
lastly my amonia and nirite is fine but i cant seem to get my nitrate level low what are some ways i can do to lower my nitrate level

Could use more info.
How old is the tank?
What are your levels ( need #'s to help)
How big is the tank?
What kind of fish?
How long have you had it?
Where do you get your water? (ro? di? tap water?)
What filters?
What/how many lights? And how old?
The red stuff on the rocks is probably red slime algea. Congrats... you officially have gone to war with the same beast we all have. You'll win. Just need the right tools.
Algea (red or otherwise) is feeding on something. Something in your water or from the lights.
But to make a better assesment I'd need your specs. I fought for 6 months algea problems. Almost gave it all up, and then the last piece fell into place and it's all good. (knock on wood)
