Best Air Pump? Best Test kits?

I need to purchase an air pump and test kit for my new 40 Gal setup.
The air pump will run my protein skimmer and an airstone or 2. I'd like it to be as quiet as possible, but still a good unit. What makes/models are best. What size do I need?
I don't have any test kit yet, so which kits do you find work the best?

Ive had good luck with wisper air pumps... but why are you running an airstone in your tank? I can see one for the protein skimmer...
Salfert test kits are the best out there.

I was just going to run a airstone or 2 for visual / decorative reasons, thats all. If this will create any problems, please let me know and I will not use them.

You are going to get salt everywhere with airstones.
