Best way to change out substate

I bought a 200 gallon tank from a fishstore that closed. They have almost like gravel in the bottom of the tank. When the store owner was setting up the tank at my house I asked about switching it out for sand and he said he wouldn't do it because it would start another cycle. Is that anyway for me to change it out? Thanks:)

In the moving process if he removed all the gravel,rock and water then I would just replace the gravel with a mixture of live sand and 'dead' sand.
Once the water is in, then removing the gravel becomes more difficult. While removing it you will release some of the debris trapped in it and you may get a large nitrate jump.
I have move a couple large tanks. When I move them I drain and save about 2/3-3/4 in rubbermade tubs with livestock or liverock and powerheads. Then I remove the substarte and discard it. Move the tank, then put in new substrate, rocks, water and livestock.
