Best way to clean wet/dry filter

I have a used wet/dry that has alot of dead decaying critters on it. I hosed it off and used and algea pad to clean it but it's still not clean enough. I want to get the bio balls clean as well. I was going to fill it with fresh water and add some bleach to the mix. Let it sit for a few days, then empty and scrub again. Any other methods for getting it clean?

Do I mix it with water and let it soak or saturate an algea pad an scrub it?

Ive done both depending on what need to be cleaned, start with a soak
