Ok, I answered over there. Also, do a search on Cyanobacteria. We have a lot of threads with good info on this subject.
Wrasses are prone to jump, especially if they are not happy. Make sure you have a tank covered to prevent this from happening. He will hopefully settle down once you have tank conditions resolved.
