Bicolor angel not eating

I have a 100g FOWLR tank, i just added a Bicolor Angel in there a couple weeks ago, in addition to my Sailfin tang and Regal Blue Tang, the problem I'm having is i never see my angel eat any food that i put in there, he may Occasionaly nip at some of the formula 2 flakes i throw in, but wont go after the dried algae i attach to a clip or the brine shrimp i throw in there, WHY?!?! Also the Sailfin Tang will eat both the algae from the clip(like crazy) and the brine shrimp, but wont touch the flakes, the Regal Blue will eat everything i put in there. HELP please.

The Sailfin is the biggest fish in the tank at about 5 inch, the blue tang is about 3 inch and the angel about 3 inch, all the fish get along great and nobody fights, even the tangs share their food. The angel will actually spend most of it's time swimming alongside the Blue Tang.
