The rule of thumb for FW is 1 inch per gallon. I would say in SW 1 inch per 3-4 gallons? Make sure you think about displacement from your rocks and sand.

In this hobby, there is no "rule of thumb" in regards to stocking. Less is better than more, especially for smaller tanks, and hobbyists just getting started in the hobby. What you want to achieve with a fish tank is compatible species that have adequate environmental needs being met in your system. To achieve this, the hobbyist is best to do a lot of research into stocking lists.

in a 20 gallon def. nothing over 3 inches. Some fish swim alot though, so size isnt necessarily the only factor.

Agree that swim space is important. Gobies are usually popular choices for nanos b/c they spend most of their time perching on top of rocks and not swimming around.
