There are certainly differing opinions on bioballs, but it really depends on your tank, its livestock, and what you prefer. Bioballs do work well in providing a lot of surface area for nitrifying bacteria but they should be cleaned regularly to make sure that algae, food debris, etc doesn't build up on them. I clean mine a couple of times a year and they are not very dirty when I do clean them. A key to sucsussfully using bio balls is to have and maintain a good foam prefilter in your overflow and being sure to turn off your return pump before removing that filter for regular cleaning. I have heard that bioballs are a better option for a fish only tank and/or higher bioloads.
People do put LR rubble in their sump after removing bioballs-I don't have any experience with that and I am sure someone else will chime in on that subject.
Are you having problems in maintaining water quality parameters in your tank? And, have you taken a close look at your bioballs to see if they do indeed need cleaning?

no problems. my brother gave me the tank 36 gallons and i want to add corals (he could only keep fish alive) i have upgraded the lighting to MH, and the water flow 2 koralia 1 and a maxi jet 1200. would i need a light over the live rock and macro-algae in the sump?

Yeah it would be a good idea to get your self a fuge light and algae in there I think that your tank will do much better. Oh the light on your fuge run when your tank lights are out only.

My refugium is around 40g I have 2 Compact Fluorescent Light Fixture with 24 Watt 7100K bulbs. Here is how I have mine set up 1st chamber is inlet with a sock type filter then 2nd chamber I have reef mud base rubble LR and Caulerpa algae (with the lights on top of this chamber) then the water flows through my bio balls and into a 3rd chamber with a little bigger LR piece and then flows out of the fuge into a 2" pipe caring it to my sump. You can set them up many different ways I hope this helps you out.

what kind of lighting??? and how much LR do i need sand as well???
any type of lighting would do(for sump)...LR as much as possible.. But its best to keep the majority in DT and just have a little of lr rubble in sump to take the bio balls place..
before u make any plans your first crucial investment should be an ro/di unit..
