Bio cube 14/ filtration

Could someone please help me ?? I don't know much about my nano tank....somehow I have kept my nemo and scooter benny alive for 3 years. My tank has been pretty noisy for about a year, But my problem at the moment is the first filtration area that has the (new clean) filter in it isn't draining like it should. It's full of water and now not enough water is going into the pump area and making it blow....what can I do ?????

see if there is something blocking the opening allowing for the water to get into the third chamber.

Thanks Kiefers....there was a screen under the balls in the second chamber that was all clogged up.
