bio wheel intake? question

I have a emporer 400 filter system and as most of you know the long black intake tube I guess you could call it sticks into the water sucking it in..
Well how far down into my tank should I have it? Mine came with a long black tube that is to long and wont fit so I have to cut it to size no matter what, so should the tube be towards the bottom or more to the top?

The stock intake on my Penguin 330 Biowheel goes to the middle of my tank.
