I have some black algae looking crap on some spots in my sandbed and some spots on my LR. Any ideas on what it could be?

Unless I'm wrong it is also known as red slime algea, or Cyanobacteria (yea, it's actually bacteria, but it acts a lot like algae). As long as you are not using tap water for your top offs and water changes, it will go away on its own. It grows off of the nutrients in the water, especially phosphates.

I havent used tap water for anything except my initial fill up. If been using RO since April. My phosphates were a little high when i tested 2 days ago. Salifert result was .10. I did a water change yesterday so hopefully it wont get any worse. It is slimy with some bubbles on it. Im guessing my cause of high phosphate is the frozen food im using(Prime Reef). I feed every other day. From what i hear frozen food could be high in phosphate.
