alright on the bottom of my tank growing on my sand and on the tops of my rocks are black algie any ideas of what it is you can pull it up of my sand like a rug and i cant get rid of it

sounds like cynobateria althought it is usually a dark brown, I have also seen some that appeared black. What are your parameters like? have you checked for phosphates? how old is the tank? If you cut back on feedings and light you should starve it and it will die.
