black fin

Hi everyone,
12 days ago i bought dispar anthias, he is in quarantine right now,three days ago he start developing a black spot on the edge of his tail fin so i did two water changes but he still have them , any idea what it could be, thanks

thanks for answering back ,these small spots it is not going to show clear on a picture, but it is two black spots on the end of his forked tail fin ,about 1/2 mm in size and another smaller black spots on the pelvic fins and it is not elevated, it is like the end of the fin is turning black, i am suspecting fin and tail rot but i believe it should be whitish somehow, and i moved him to another q tank with new clean water two days ago but still he have them.
