The care for Black Zebrasoma sp. tangs are just like the Yellows tangs. Often found mixed in with yellows on a reef. Unless you mean the Chevron and there care is like Kole tangs, but turn black with age.
The goby ???
I found one at the Dr.s site but the name they give it is not in Fishbase. They call it a Panda Clown Goby and those are know as Gobiodon sp. Maybe someone else knows.

black tangs are really expensive and not worth it IMO. if i got it for less than $100 i would take it. if normal price not worth it. what if it dies? (though i heard as easy as yellow tang) $300 down the drain
