Speaking generally, in Marine Fishes by Scott W. Michael, blennies should be kept one per tank - while gobies kind of depend on the type of goby and it's usually suggested if more than one, a male and female since the same gender may fight...
As far as keeping blennies and gobies together... Blennies seem to be the most apt to cause problems...
The specific Bi-color Blenny you mentioned? "May behave aggressively towards members of its own species, closely related forms or smaller bottom-dwelling species. May pick on gobies and firefishes."
My suggestion would be to research first - then select....
