blue angel has popeye...help

I didn't notice it yesterday and today poof.
He has been living in sump life for a while with no problem.
I moved him because he got too aggressive.
I am actually in the process of trying to bring down salinity for hypo due to ick.
I have been changing 30 or so gallons of saltwater for freshwater at a time.
after some reading, it appears as though it could be caused by injury. How should I proceed?
I moved the fish in my display and he doesn't appear to be picking on anyone or being picked on by anyone.

Pop eye is caused by several things. Injury is the reason that it swells quickly, and large. Water quality will cause it too, but it would be a slight clouding at first. If it is sticking out then he got hurt. You condemned an Angel to the sump? Angels have very specific dietary needs. This is a Bluespotted? If you cannot keep him in a healthy environment then give him to someone who will.

Thanks for the lecture! I have been trying to sell him, but the tank has come down with ich. I thought it would be best for the fish to get rid of the ich before I sell him.
The angel is a blue angel, not blue spotted or blue face. Is there anything I need to do to help treat him or will it heal itself?

It depends, did he injure himself or was it water quality related? How bad is it? Vitamins and quality foods will boost his immune system. Vitamins on flakes or pellets won't help much though. What do you feed him?
A Blue Angel, Holacanthus bermudensis
is one of the larger breeds of angel. They grow to 15 inches. They absolutely MUST have a quality diet. Frozen Angel formula is best. They have to have sponge in their diet. You cannot buy that at the grocery store.
If you don't want him then give him away. That is a big fish and one that requires care. You condemned him into the sump for being how they are.

what do you mean I can't buy the sponge at the store!!! I have been feeding him bits of dish washing sponge!

I guess you are refusing to inform me how to proceed.
I have told you my water quality was not the issue: (I also know this because my pomacanthus emperor is doing great!)
ammonia: 0ppm
nitrite: 0ppm
nitrate 30ppm
As for feeding:
angel formula
formula 1
spiralina flakes
nori daily
pellets soaked in zoecon
squid
mysis
clams

If it is not bad then he will heal himself with a quality diet dosed with vitamins. If it is infected then he needs to be treated with Maracyn 2 for SW fish in a fully cycled QT.

I can't tell if it is infected, but I don't want to take a chance. As i previously said, I am preparing for hyposalinity due to an ich outbreak;
I have already taken out all of the rock and am wondering if I can just dose my display with maracyn 2?
My QT is completely filled with rock- so are 2 other 40g rubbermain containers.

Maracyn 2 kills most bacteria, both good and bad. The good (biological) doesn't get completely killed, but I wouldn't recommend using it in a display any more then I would recommend using copper.
