yes, it is very true.
however, if you QT in an appropriate QT tank with hyposalinity, they won't get ich again unless they're exposed to it.
I had a hippo that initially had ich, treated it with hypo. then I added 2 more fish (at different times) without QT'ing them and introduced ich both times. hypo'd again both times.
finally, I started hyposalinity QT'ing ALL new fish (which basically means around 2 months in the QT). but now, I've got all my fish and I have no fear of any of them getting ich because they've all had hypo and I don't plan to add anymore fish.

As long as the surrounding conditions are fine and where they came from has good water they will be fine. They will only get ick if they are stressed out and not fed the proper nutrition. They do have softer skin then most fish so they are prone to it more.

Tangs in general are prone to Ich. You can have ich in your system w/o having every fish covered in white spots. Fish's immune systems can fight off ich pretty well but if they are stressed then that is when ich usually strikes. Because they are stressed they're immune systems are weakened and they succumb to ich and must be QT. Most saltwater fish tanks have ich in their systems but the owners don't know it b/c their fish dont have a bunch of white spots. It is possible to have a tank that has no ich but it is extremely difficult. This is just my opinion...
