brain coral (pineapple) ????

Hello,
I have a brain coral that has white bubbles coming out of the pits, where it used to be neon green. This started a day ago when I did my water change. The salt water level went down to 1.020sg. Is it dying and should I take it out of the tank? Also our phosphates will not go down past 0.1. Can anybody suggest how to get then down? I have used phosphate down by HBH and it brings the level down but, always comes back to the same level. Could the phosphates also be related to the brain corals behavior?

salt level is low, your in hypo salinity. raise your salinty slowly.
a reef tank salinity should be around .24 to .26
