Broke filter & over filtering?

My filter is broken on my 30H gal tank that I am just starting up to be a nano. Its an Emperor n the motor runs but it doesnt seem to draw up water from the tank. I primed it serveral times but with no luck. anyone know the problem?
If I can't fix it I was just gonna put my Eheim pro canister filter on it but it filters up to 90 gals. Is that way to much filtration for a 30 H?

You probably already thought of this but did you by any chance look at the impeller. Usually they will sound like they are on and working but nothing will happen if the impeller is dirty or broken. (very easy to overlook)
