Brown spotting

Greetings, Having a problem with sand turning brown and brown spots on the tank walls. I am new to the hobby. Have a 40 gal long tank - 5 weeks old. Has a couple of live rocks and sand, 6 damsels, protein skimmer, fluval 404 filter (says for up to 100 gal tank). Did 10 gal water change (at 5 weeks old) and added a little cycle. Readings are SG: 1.022, Phosphate: 0.2, Nitrate: 20ppm, Ammonia: 0.25ppm, PH: 8.2, Nitrite: 0.25ppm. Water change did nothing to lower Nitrate level. Using tap water filtered through "Tap Water Purifier". Went out and purchased a cleaner shrimp, 3 turbo snails and a couple of hermit crabs as recommened by LFS.
Any help/suggestions would be greatly appreciated. Thanks.
