i never used anemones before but wondering but hard are BTAs to care for. under two 24W power compacts.
Also how do anemones work? like what i mean is how often do you wake up and you find something missing like a tang or shrimp etc...

How big is your tank?
If you have good lighting (I do not think 24 watts would be enuff)they do not need "food" But I feed mine some mysis when feeding the fish, my clown even brings him a bite if I do not spot feed him. They are not agressive enuff to kill fish as far as I know. Shrimp are fine too.

Honestly in a tank that small I don't think an anemone is the best idea. It doesn't have far to move before it stings things.

Anemones have nothing to do with breeding. You need pristine water-stable water params and food high in vitamins.
