Bubble Tip Anemone Sick?

My rose bubble tip anemone looks kinda sick. the top half of him is really healthy looking and brightly colored, while the bottom few tentacles look shriveled up and almost black. but then a few hours later hell look completely happy, then the next time i see him hell be sick again.. I am a novice to the hobby so my dumb ass thought it would be a good idea to try and scoop him out from under the rock he was atached to and try to move him higher, closer to the lights (my thought was he may not have been getting enough lighting) he was okay for about a day but now he has picked up and moved to the bottom back of the tank. the only way to get him now would be to take out about 80 lbs of rock. so i figure ill just let him do his own thing and if he turns up chewed up in the powerhead, ill take it as a 100 dollar learning experiance.
Any thoughts, ideas, suggestions as to make my anemone happy again?

the tank is about five months old. i have two 75 watt LED strips (3watt bulbsX12bluex12white per strip) (so really 72 watts)
I dont know the paramiters because i usually bring a sample to the fish store. I am going to buy a master kit this weekend though. I know the salinity is .0235 and the temp is 78.5
