Its pretty safe. Many online retailers specialize in just saltwater fish hobby, and they are not big box store types whose employees don't care much about return customers. Also, the variety is much much wider. With your small tank, however, you are limited in what you can have and how many fish. Your tank size would be considered a nano and you will be limited to a couple of small fish. If you have a decent fish store nearby, I'd start off with that first. Don't let sales-people talk you into getting fish that are unsuitable for that size tank. Do your research first before diving in.

For a tank your size it is very important that you add fish based on their adult size, not the size when you see them in your lfs. Years ago, before I knew better, I bought a 1.5 inch panther grouper because it had plenty of personality, and looked good in my 55 gallon tank. When it got to be 8 inches long I had to nearly destroy the tank to get the fish out in order to give it to the local zoo, where it grew to be well over 1.5 feet. A clownfish would do well in your tank. If you do decide on a clown, I would add other fish first since clowns can become territorial. About your other question...I have ordered online many times with good results. One trick Ihave learned is to have the fish shipped to a local FEDEX store for pick-up. This way the box doesn't sit on my front stoop in the sun or snow until I get home from work.
 
geridoc has a good point about having it sent to your local facility for pick up. Also after you have been in the hobby for a while things will and do happen. Just buy from reputable souces here for example if the fish does not make it they are good about setting things right.
