Calcium Reactor broken

Help! My buddy is out of town and I am watching his 90 gl reef. He has a calcium reactor that doesnt look like its working. There is water kind of going back and forth in the tube. He has some B-Ionic, should I start dosing it? ANY ideas?

I figured as much-- can't get ahold of him. There is a clear hose, like a return hose or air hose that goes from his reactor to his sump. The water isn't flowing through it-- it's moving about 6 inches in a direction, with a big air bubble. I'll keep trying him. I wasn't sure if anyone would know, but I thought I'd give it a shot.
