You need both. The calcium reactor holds araganite material. The CO2 feeds the calcium reactor chamber and creates calcium carbonate i think. However it works and someone can explain better than I, if it is set up properly it perfectly doses calcium, carbonates, and maintains a stable ph eliminating the need to dose said items. It just has an incredibly huge startup price and needs to be meticulously calibrated. But i personally think its WELL worth the money in larger systems.

It really depends on what you want to keep and how dedicated you are to maintenance.
For example: If you have a tank that is heavily stocked with SPS corals but dont really like adding buffer and additives everyday, then get a calcium reactor because these corals are almost entireley dependant on Ca.
Another example: A fish only tank would have no need to get a Ca reactor.
So tell us what you plan to keep in that tank of yours and we can better help you out. However I think that on a 60g tank, your best bet is to stick with additives or Kalkwasser. Ca reactors are VERY expensive.
