Can 10 month p.c. bulbs be causing hair algea?

I've been stumped why I have sudden hair algea and a slow decline of coraline. My water is good...no phosphates or nitrates. The bulbs are however about 10 months old. Could they be a possible culprit? I've been told I only need to change the bulbs every 16 months?....

I may be wrong but I think they need to changed more often than that. I thought it was every 6-9 months????
