Can I do reef with these lights?

I bought a Nova Extreme 36" HO T5 fixture for my 40g tank. It has 2x39w 10,000k daylight, and 2x39w 450nm Actinic. My tank is 36x12x19. Is this enough lights to do a reef setup, with mostly soft corals?

Yeh, you could put soft corals in there, probably lps corals too.

You could do all softies and lps. and SOME SPS on top
